Government of Scotland

Government of Scotland is organized through 32 unitary authorities which consists of councillors elected every four years by registered voters of each of the council area. These councils receive the majority of their funding from the central government. The level of central government support for each authority is determimned by the Cabinet Secretary for Finance and Sustainable growth. Between 1890 and 1975 the local government of Scotland was organized with county councils. Between 1890 and 1929 there were parish councils and town counsils. With the publication of the Local Government Act in 1929, the functions for parish council were passed to larger district councils.
In 1975, legislation passed by the conservative government of Edward Heath introduced the system of two-tier government of Scotland. According to this sytem the whole of Scotland was divided into large regional councils and smaller district councils. The only exception of these were the three Island councils: western isles, shetlan and Orkney. The conservative government of John Major decided to abolish this system between 1990-1997. The new council thus formed vary in size. The four city councils thus formed are: Glasgow, Edinburgh, Aberdeen and Dundee. Each of the councils hace a Lord Provost rather than a Provost.
